For a Luxembourg citizen born in Luxembourg who will be under 12 months old on the day of submission, applying for a first ordinary passport through the commune of residence. The child and both parents must share the same official Luxembourg address. One parent with parental authority brings the child and submits the application. No overseas, renewal, replacement, separated-parent, custody, guardian, proxy, name-change or translated-document cases.

Check the current resident instructions and your commune’s arrangements. Print the complete A4 page at actual size. Glue one compliant 35 × 45 mm photo into the photo box. The applying parent signs the representative’s signature box by hand; the infant does not sign. Leave all of section 3 for the communal agent, including the delivery selection. Bring identity and parental-authority evidence, the payment receipt and any additional newborn documents requested by the commune. Identity details must match the RNPP. This route uses the standard procedure; government fees are separate. Pay no more than six months before applying. Collect using the official submission receipt as instructed. If the child reaches their first birthday before submission, use the ordinary official child application process.

One recent 35 × 45 mm photograph meeting the official ICAO requirements, glued into the original form’s photo space. Check the official specifications and the receiving commune’s requirements.
